Creativity is just adding two basic element, creating a new fusion. A new perspective and new ways of looking at old things. It can be lateral thinking of some complex stuff, but a simple presentation.
Design is not really an Art in strict sense. Art seems belong to a special group of gifted individual which can draw protrait with a 2B pencil. Good enough if you can put things together and looks cool. Or some complex graphic algorithm process of a good photography.
Or just get a Design diploma.
